It is important for a software houses to insist on a licence agreement so as to control a user's use of the software.
Typical restrictions that a software house should be mindful to include in their software licences include but are not limited to:
(1) The software must not be altered in anyway, unless with the express permission of the licensor (express permission should be described in the licence).
(2)Of course the software house must make it clear that, save for one back up copy, no further copies can be made in any circumstances.
(3) some but not all software houses include a provision which allows use of the software on only one computer.
